all things are equal but embedment is increased?
why does an adequate anchor sometimes fail if all things are equal but embedment is increased?

Thanks for posting your query.
Due to spacing and edge distance reductions, although an anchor’s embedment depth might increase, the total capacity could be significantly lower due to the development of the concrete cone which is created. This can also be seen on the Load Adjustment Factor tables using the Hilti Simplified Design Tables, which show a higher reduction when anchors are spaced closer to each other and to an edge.
