Anchor behavior during earthquake ?

Will the anchor deliver adequate performance even in high magnitude earthquake of Richter scale 9?

Theoretically, yes. However, it will largely depend on the RCC structural member too. If the base material cannot withstand the deformation caused by the ground motion, then the anchor also cannot.
