Does moisture content of concrete affect adhesives?

As these products are generally water based, some moisture will be drawn into theconcrete following application. The major concern may not be drying of thismoisture, but the effect on ph levels by dissolving alkalis near the surface, which inturn may affect adhesives or applied coatings.
