FAQ : EOTA TR069 design method
Is EOTA TR069 design method similar to “Rebar as Anchor” concept as there is concrete cone failure mode?

No, they aren't similar.
Behavior of Rebar as Anchor for baseplates is entirely different from Post Installed Rebar (concrete to concrete connections). EOTA TR069 checks for steel, concrete cone and Bond Splitting failure modes while Rebar as Anchor checks for tension and shear resistance failure modes based on EN 1992:4. Hence, the are entirely different in terms of connection types they serve and design principle/guidelines they follow.
