How do I know whether I have to deal with cracked concrete?

According to indian IS code and few otehr foreign cods concrete is always to be cosidered as cracked unless it is specifically deisgned as uncracked

We sometimes design Water Bodies and Defence building with Flake aggregate as uncracked sections otherwise it is always cracked concrete
