According to Part 2 of NBC 2016, "11.2 Pre-Code Development/Building Permit: If any development/building, permit for which had been issued before the commencement of the Code, is not wholly completed within a period of three years from the date of such permit, the said permission shall be deemed to have lapsed and fresh permit shall be necessary to proceed further with the work in accordance with the provisions of the Code." The same logic may be extended to the new standards as well.
