Why are non-prestressed reinforcements used in prestressed concrete

Concrete is poured then the strands are released causing the concrete to under stress, post tension is when the metal strands are put under tension after the concrete is poured and cured.Prestressed concrete means concrete in which tendons are used instead of the normal reinforcement.
