Re-used the reinforcement extracted from demolition

Can we re-used the reinforcement extracted from demolition of a building for the construction of a new building?

I was researching on graphene oxide (GO) as a reinforcing material and did a review paper on this topic.
Considerations are: Cost, safety, and lack of expertise in this field.
The use of graphene has side effects on the hydration and workability of cement composites. The use of admixtures are compulsory.

I am testing graphene for a specific application. The cost is not the most urgent factor, but the quality control.
