The pre-bridge forces may be modified after the bridge is built, or in the process of building the bridge itself. There are so many things that can relate to specific circumstances, sediment aggradation, degradation, scour, turbulence, woody debris, ice, excedance of design flood, land-use flow response change, wildfire response, etc. And I am not an expert on the subject, so I would presume many more.
