WHAT IS THE DIFFERENCE BETWEEN C1/C2 SEISMIC CATEGORY DESIGN OF ANCHORS?

Seismic C1 and C2 are performance categories and not design categories. After the anchor has been tested as per requirements of ETAG 001 Annex E, they are assigned the category based on test option opted for and performance level achieved (Refer Table 2.1 and 2.4).
You may refer to TR045 able 5.1 for guidance on which category to choose based on seismicity level and importance category of building. Seismic C2 is the most stringent.
