What is the diffrence in design methodology when it comes to J-bolts and post installed anchors?

Designing of post installed anchors not only includes a check for steel failure but it also checks for various failure modes with concrete when exposed to respective tension and shear loads.

However, in case of J bolts there is no such check for the concrete failure modes and recommendation is given entirely based on steel capacities of these bolts.

Also, in developed markets like US (ACI 318 Appendix D) and Europe, the headed anchors are also designed according to the concrete cone model.
