Why cutouts provided to enter infra services inside under ground pump rooms needs to be fire protected?

The services passing through the cut outs though underground shall have a connectivity to another floor or another wall. In case of a fire accident, there would be chances of fire and smoke to pass through these cut outs if not firestopped properly with the right product considering the ASTM E814 standards and UL Tested systems.
